Outline of the job

We are looking for a Monitoring, Evaluation and Learning (MEL) Manager to provide dedicated monitoring, evaluation and learning leadership and execution to an exciting communication and advocacy programme spanning five countries over three years, aiming to build support for Ukraine.

The role forms part of Zinc Network’s Monitoring, Evaluation and Learning team and will report into the company’s Head of Monitoring, Evaluation and Learning.

What you’ll be doing

· Working with our MEL lead to design and execute a robust programme evaluation for an innovative communication and political advocacy programme.

· Developing detailed, robust Theories of Change (ToC) at the programme level and for different activities, to enable high quality evaluation and learning.

· Facilitating the development and/or review of a Results Framework (RF) to describe what the programme will accomplish (the envisaged impact).

· Develop a data collection and management system to enable systematic data collection across each indicator on the RF, including qualitative and quantitative data.

· Overseeing data collection for MEL purposes and ensuring a standardised approach across responsible departments including digital, campaigns, and research, ensuring that the data adheres to high levels of veracity.

· Overseeing and conducting data analysis and reporting, including visualisation of data.

· Telling a story with our data, both for internal project teams and clients.

· Facilitating engaging learning reviews with the project team, and other mechanisms for improving over time.

· Managing and partnering with an external, independent monitoring and evaluation supplier.

· Developing long form reports for clients.

· Planning and managing resources effectively.

· Liaising with the client on monitoring and evaluation as needed.

Requirements

What we need from you:

· 3+ years’ experience in monitoring, evaluation, and learning, with preferred experience in international development and knowledge of FCDO and/or USAID MEL systems, approaches, and reporting.

· Experience working in complex environments and developing relevant MEL approaches to evaluate programmatic contributions to policy change and political sentiments.

· Experience with both qualitative and quantitative methodologies.

· Experience with different delivery modalities (e.g., digital campaigns, closed-door advocacy, training).

· Experience working in different cultural contexts and with teams with varying levels of monitoring and evaluation experience; confidence explaining Mamp;E processes in simple terms.

· Strong data processing and analysis skills, with an eye for accuracy.

· Ability to present data in an accessible manner, both in long form written reports and engaging PowerPoint presentations.

· Experience presenting and facilitating learning with diverse stakeholders, including senior clients and staff.

· Thrives working within a small team and shaping and developing your role.

· Ability to think strategically and turn insights into business recommendations.

· (Not essential) Regional expertise in Eastern Europe.

· (Not essential) Experience of working with social media data.

· Right to work in the UK.
