Job Description

Prepare monthly valuation applications in adequate time for inclusion within the Main Contract Valuation, including recovery of installation costs, unfixed materials (on and off site), sub-contract claims, and variations and, where appropriate, fluctuations and prolongation costs.
2. Calculate costs associated with contract variations on an ‘as we proceed' basis and at maximum monthly, ensuring variations are costed and reported to our Clients Quantity Surveyor/PQS as work proceeds and an up-to-date full summary is incorporated within every valuation.
3. Prepare internal financial cost reconciliation reports utilizing the Form ‘S' template on a monthly basis, incorporating assessments on the Companies final account to Client and validity of any sub-contractor claims received, reporting reasons for additional expenditure.
4. Prepare the Final Account and submit to our Clients Quantity Surveyor/PQS for their information and agreement. Negotiation of the Final Account with our Clients Quantity Surveyor/PQS and attendance at meetings as deemed necessary. The Chief Contracts Surveyor to assist as required.
5. Liaise with other staff and personnel, particularly Purchasing and Contracts Engineers on cost expenditure and management/recovery within the variation account. This will include investigation into reasons for over expenditure and reporting any differences not covered within Variation account.
6. Liaise with appropriate personnel in various Departments and maintain good working relationships.
7. Liaise with our Clients Quantity Surveyor/PQS, to ensure good relations are maintained, checking inclusion of our valuation within the Main Contact valuation, ensuring any relevant notifications are issued in association with the Chief Commercial Surveyor.
8. Liaise with our Group Credit Controller on pending payments.
9. Obtain and agree Contract Valuation dates and ensure these are adhered to.
10. Ensure that correct instruction is received from our Client for any additional works and correctly confirmed back to our Client.
11. Assist the Chief Commercial Surveyor with advice to the Projects Engineer on our contractual rights; remedies and methods of redress on acceleration variations, delays, extension of time, ensuring that the requisite notices are placed within the required notice periods.
12. Rebuttal of any set-off, or contra charges alleged by our Client in association with the Projects Engineer/Chief Contracts Surveyor.
13. Assist the Chief Commercial Surveyor with the preparation, where applicable, of fluctuation claims.
14. Assist the Chief Commercial Surveyor in preparation of Loss and Expense claims.
15. Management of Sub-contractor packages, including involvement at order stage, monitoring payments, variations and final account settlement, and assisting the Chief Commercial Surveyor with any applicable contractual notices.
16. Assist the Chief Commercial Surveyor in any pending Arbitration/Adjudication proceedings if so required.
17. Complete internal paperwork associated with labor cost control of Labor Only Sub-contractors, ensuring payments are made within the packages allocated and no additional expenditure is incurred unless correctly authorized and instructed. Liaise directly with the Project Engineer on works completed.
18. Attendance is required at the quarterly work in progress meetings with the Group Financial Director, and an up-to-date copy of the Form ‘S' is to be issued prior to this meeting.
19. To perform the duties of a Quantity Surveyor in accordance with the company's current health and safety policy and procedures.
20. To undertake any other duties, as requested, that reasonably falls within the scope of the job.

Job Specification

1. The Employee needs to have good negotiation skills. This will entail being able to formulize and substantiate a coherent argument and be able to follow the argument through to satisfactory conclusion.
2. The Candidate must have good numeracy skills.
3. A good all round knowledge of the main Forms of Contracts is needed. A thorough knowledge of the following is also required:
- The valuation of variation rules for the contract a particular project has been let under.
- Rules within the Contract referring to entitlement of proper instruction for additional works and remedies for situations of non-instruction.
- Details of the valuation method that will be utilized for a particular contract.
- Details of the payment entitlements under a particular contract and remedies for situations of non-payment.
4. A thorough understanding of the following IT packages is required:
- Microsoft Excel spreadsheet programmes.
- Microsoft Word.
- Contract Master Surveying software.
5. The Employee needs a good understanding of Cybercube cost analysis system.
6. The Employee needs to understand how the departments within the company interact with each other and where to obtain the necessary information to perform their duties.
7. Display the ability to work under pressure and to deadlines.
8. The Employee needs to be able to prioritize their workload and have effective time management techniques.
9. The Employee needs to be able to interact and work as part of a team with other members of the Contracts Department.
